change in the use of land which is a consequence of direct land use change (3.1.7.5), but which occurs outside the relevant boundary

In this document, the relevant boundary is the boundary of the system under study.

Note 2

Land use change happens when there is a change in the “land-use category” as defined by the IPCC (e.g. from forest land to cropland).
